What We Do
The City of Española Planning and Land Use Department is comprised of three divisions: Planning, GIS and Code Enforcement. It serves to promote economic growth and development while preserving Española’s unique multi-cultural traditions and character. The department provides a full range of services from processing permits to developing long range plans and land use polices. The Planning and Land Use Department maintains the city’s land use and zoning map, and processes a variety of residential and commercial planning applications. The department also provides support to the Planning and Zoning Commission to ensure quality growth and development that reflects the values and goals of our community.

The Planning Division is responsible for the maintenance and updating of the Comprehensive Plan, developing and implementing new planning programs, developing and implementing affordable housing programs, and the administration of the land use ordinance. The Planning Division also maintains the city’s addressing and GIS databases, and generates maps for use across departments.

The Code Enforcement Officers are responsible for enforcing the rules and regulations of the City’s Nuisance Ordinance, the International Property Maintenance Code (IPMC) and the Zoning and Development Code. The goal of code enforcement is compliance not punishment.

The department is available to meet with the public during the business hours of Monday - Friday 8 am - 5 pm. You can also schedule a meeting here, to ensure that the appropriate staff is available to discuss your project and/or concern.

Site & Land Use Development Permits ($75)

Required prior to the following scenarios:

  • Business Registration
  • Construction of a new structure and/or expansion of an existing structure
  • New Utility installations and connections
  • Placement of a Boundary Fence/Wall
  • Placement of a Mobile/Manufactured Home
  • Placement of Accessory Structures (e.g. sheds, carports, porches, garages)
