Municipal Clerk

The City Clerk is the official custodian of records for the City of Española, and makes them publicly available. Public records can be obtained by contacting the City Clerk by phone or email. The City Clerk is responsible for ensuring that the City of Española follows the Open Meetings Act and the Open Records Act of the State of New Mexico. The City Clerk coordinates City Council Meetings. The City Clerk also assists the recording secretaries of each Committee. The City Clerk creates the meeting agendas, records meetings and transcribes minutes for the official record of the municipality. In conjunction with the City Attorney, the City Clerk creates ordinances to reflect new laws, as well as resolutions that direct actions in the City.

The Clerk is an appointed position and works directly under the Mayor and City Council. The City Clerk often serves as liaison between the elected officials and the general public. The City Clerk schedules meetings for the Mayor and City Council, and provides administrative support to each of them. During an election year, the City Clerk is responsible conducting municipal elections and tax elections. The City Clerk conducts Municipal Elections in accordance with State Statues and Municipal Code which is monitored by the Secretary of State and the Office of the Attorney General. The City Clerk is also responsible for managing the Lodger’s Tax, Governing Body and City Clerk Fund Budgets.
